Willow was possessed by something (Jenny Calendar, or something else) when she successfully cast the restoration spell in Becoming. I'd assume that Willow, unpossessed, CAN'T cast the restoration spell; she isn't skilled enough, or powerful enough, or whatever. In response to "It's still about vampires, right?", I'd bet that her actual answer was "The undead and all that." Otherwise, her statement doesn't really answer the question and I really doubt that she would casually give away such a major plot development to a magazine that's not exactly a household name, at least not here.
