No.  Nothing to do with GBC compatability, and that's a hardware issue more than its software.  What the announcement is about is developer support and ease of development.    The press release as you say is quite dry and doesn't really say much. But yes, it basically means that it is a development tool that developers can fool around with and optimize since its open source.  previously, they would have to build their own tools to get a game do things they want.  I recken they can still do that, but in most cases, they just go  into  the development kit source code and build up a new tool entirely for themsleves but without starting from scratch.  It also has a bunch of "easy" features that allow developers to make games much more quickly...
