In case you're interesting, Capcom informed me today that the game has not been "officially announced." You'll notice that Daily Radar took the N64 version of the game off its listings. And Capcom told me that this was because it hasn't been confirmed for release yet. But despite Capcom's statement, I'm relatively certain that a Mega Man game IS on the way for the N64.
